Electrical Design and Engineering Scope of Services
The comprehensive electrical 30% to IFC design services for the substation connected to the Sunroper 260MW solar Project in Texas encompass several core engineering activities and detailed deliverables:
- Project Engineering & Coordination
- Comprehensive Package Development: Creation of the overall substation electrical design package.
- Interdisciplinary & Stakeholder Alignment: Coordination with external disciplines, EPC, utility companies, and PV plant integrators to synchronize MV interface and 138 kV interconnection requirements (including protection philosophy, SCADA/telemetry points, and metering).
- System Studies Management: Performance of necessary electrical system studies.
- Power System Studies
The ETAP modeling software (unless an alternative software package is specifically requested) will be leveraged to complete the following analytical evaluations:
- Relay protection study
- Reactive power study
- Short circuit study
- Insulation coordination study (performed using Excel)
- Harmonics study
- AC & DC arc flash studies
- Relay Settings & Programming
Programming and settings files will be generated for the following Intelligent Electronic Devices (IEDs):
- Line Protection Relays: SEL-411L and SEL-311L
- Transformer Protection: 2 relays per transformer (SEL-487E & SEL-387)
- Feeder Protection: SEL-351S
- Capacitor Protection: 2 units of SEL-487V
- Meters & Infrastructure: 3 meters (SEL-735), RTAC (SEL-3555), Ethernet switch (SEL-2730), and DPAC (SEL-2440)
- Electrical Design – Protection & Control (Secondary Design)
Development of detailed schematic packages and wiring documentation including:
- Drawing indexes, legends, switching one-line, and protection one-line diagrams.
- Three-line diagrams.
- Detailed panel layout fronts, nameplate designs, AC/DC schematics, and wiring diagrams for major protection panels: Line panel, Transformer protection panels (2), Cap bank protection panel, and Feeder protection panels (2).
- Wiring configurations for all major equipment, CT/PT combo units, PT connection setups, marshalling cabinets, and yard light networks.
- AC/DC panel wiring layouts and schedules.
- Electrical Design – Physical (Primary Design) & Studies
- Layout Infrastructure: General arrangement plans alongside detailed section views.
- Site Systems: Underground grounding plans, conduit distribution, fencing layouts, lightning protection configurations, and illumination footprints.
- Substation Design Studies: Implementation of specialized software and tools to complete DC battery & charger sizing (Excel), station service sizing (Excel), illumination mapping (Dialux), lightning risks (WinIGS), and grounding grids (WinIGS).
- Supporting Artifacts: Bill of Materials (BOM) for primary hardware alongside comprehensive cable schedules for both power and control cables.
